Is it best strategy to impose heavy taxes on cigarettes packs to discourage people from smoking?
Smoking is one of the leading causes of preventable death. According to World Health Organization (WHO) report, tobacco use is currently responsible for the death of one in ten adults’ worldwide. Individuals who smoke cigarettes are 12 times more likely to die from lung cancer, two to four times more likely to develop coronary heart disease, twice as likely to have a stroke, and 10 times more likely to die from prolonged obstructive lung disease.

Well they're doing that already. A pack of cigarettes costs about fifty cents to produce and package. Here in Canada the cheapest pack costs over $9.00. The average cost of a pack is $10.50. That's eight to ten dollars in taxes the government is taking.
Cigarettes are cheap to make and sell, it's the taxes that kill the cheap prices already.
People still smoke and it's still legal, and it's going to be with us till the second coming my friend. Tax them any harder and you can bet smuggling will soar higher and higher because if a guy on the street can get a carton for $20.00 they sure as hell aren't going to go down to the local variety store for two packs that cost $20.00.
