n(cigarettes) = 28



n(cigars) = 7



n(cigarettes and cigars) = 5



=> n(only cigarettes) = 28 - 5 = 23



=> n(only cigars) = 7 - 5 = 2%



so, n(cigarettes or cigars) = 23 + 5 + 2 = 30



=> n(neither cigarettes nor cigars) = 100 - 30 = 70%
